Westin Expands Team to Serve East Region Clients
in all areas of Operation and Business
RANCHO CORDOVA, CALIF. – Westin is expanding its team of senior, principal engineers and consultants to serve clients throughout the United States with recent additions of Michael Moosavi, Padraic Gray, Howard Richards, and Terry Draper.
“These professionals increase our depth of experience in mission-critical, water utility operations and business systems including SCADA/process control, asset management, and customer service systems,” said Ron Booth, Westin’s East Region Vice President. “Water agencies are seeking expert guidance in all these areas to attain their desired return on investment and performance improvements.”

Mr. Moosavi, MBA, PMP, has 18 years of leadership and management experience. Michael has successfully planned, selected, and deployed customer service, billing, and mobile workforce systems in power and water utilities. Michael’s commitment to customer service stands out. During a recent satisfaction survey, one client said, “I'm in awe of the service I am getting. I've never had this kind of service before.”
Mr. Gray, P.E. has 15 years of practical experience in design, application, construction, installation and startup of automated electrical and mechanical control systems. Padraic applies practical experience in designing automated process control systems including Distributed Control Systems (DCS) and all major brands of SCADA, PLC, MMI and OIT applications.
Mr. Richards, P.E., MBA, adds 23 years of experience in management, engineering, construction, operations improvement, and business consulting. Prior to joining Westin, Howard was Chief Engineer/Manager of Engineering and Capital Improvements at Birmingham Water Works and Sewer Board. While there, he was responsible for their enterprise asset management program including engineering, water quality, systems capacity and reliability, and capital improvement program. Mr. Richards has been nominated for national engineer of the year and helped develop and instruct professional engineering examination review classes sponsored by Auburn University and International Society for Measurement and Control (ISA). Howard also served on the committee for the National Council for Engineering Examinations (NCEES) and was an exam writer and grader.
Terry Draper, P.E., PMP, rejoined Westin as Regional Engineering Principal, responsible for Business Development and Project Delivery. Mr. Draper’s experience includes over 20 years in the management, design, and implementation of SCADA systems for the water/wastewater industry including 14 years with Westin during a previous span of employment. Terry is a registered Professional Engineer in 14 states.
