Westin Appoints Jim Courchaine
as National Director of Infrastructure Services

RANCHO CORDOVA, CALIF. – Westin Engineering, Inc. has named Jim Courchaine as the National Director Infrastructure Services. In this capacity, Mr. Courchaine is responsible for guiding Westin’s infrastructure-related consulting throughout the United States.

“Mr. Courchaine has successfully instituted CMOM and other improvement programs in large and mid-sized water utilities across the United States,” said Doug Spiers, Westin’s Vice President, National Consulting Practice. “He is a trusted and distinguished industry leader with the proven ability to help water, wastewater and storm water utilities implement their infrastructure improvement strategies.”

The foundation of Jim’s experience is a 27-year career working in operational and management functions throughout water, wastewater and storm water utilities – from construction laborer, to operator, to Director and Superintendent. Since leaving the public sector, he has helped guide utilities through planning, program development and change management to maintain infrastructure, improve utility performance, and optimize staff and financial resources.

Mr. Courchaine was one of the original reviewers of the CMOM guidelines and has provided technical direction and execution of several CMOM projects for agencies in Omaha, Nebraska; Pima County Wastewater Management, Tucson, Arizona; and the City of Phoenix, Arizona. In addition, he has adapted CMOM to also satisfy the specific needs of drinking water and storm water utilities.
