Westin Adds Rick Rice as Regional Principal Consultant

RANCHO CORDOVA, CALIF. – Westin has announced that Rick Rice has joined the firm as Regional Consulting Principal.

Mr. Rice has more than 26 years of experience in infrastructure management, planning, and finance related to public water, wastewater, storm water. Rick specializes in Capital Improvement Development, financing, and project management with special emphasis on water, wastewater, storm water, and transportation.

During his career, Mr. Rice served as Commissioner for the City of Chicago, Department of Water Management, the third-largest water and wastewater agency in the US. He also served as Deputy Budget Director for Infrastructure and Capital Improvements. He developed and implemented the City’s operating budget for infrastructure and managed the Capital Improvement Program (CIP).

Most recently he has been involved in project development and work associated with the City of New Orleans and the New Orleans Recovery School District in response to Hurricanes Katrina and Rita.

Throughout his career, Mr. Rice has been active in the water industry, having served as a Board Member for the Association of Metropolitan Water Agencies (AMWA), and for the Water Research Foundation (formerly AwwaRF).
