CLARK COUNTY WATER RECLAMATION DISTRICT (CCWRD)

Information Technology Assessment and Recommendation
CCWRD provides wastewater collection and treatment to unincorporated areas of Las Vegas Valley in Nevada. Their treatment facilities process an average of 83 million gallons of collected and reclaimed wastewater per day.

Issue
Facing unprecedented growth and development, CCWRD needed to closely align investments in technology and resources with organizational priorities. CCWRD needed timely, accurate information about projects and to align their information technology (IT) organization with key capital project initiatives. They needed to rapidly assess and make decisions about changing project priorities and communicate with project stakeholders.

Solution
To accomplish these objectives, Westin utilized a proven methodology to assess baseline performance and strategic planning for the IT organization. Westin facilitated a series of workshops with CCWRD’s Executive Leadership as well as key staff from each of the Business Centers (Plant, Collection, Lab, Business, Water Operations, Technical and Support Services and General Administration). Specific workshop sessions were conducted with the IT team, along with one-on-one interviews with each IT staff member to ascertain skill levels and individual career aspirations.

During the project, Westin evaluated and documented CCWRD’s current practices for delivering IT service. Westin’s IT Assessment Report provided specific recommendations in each of the following IT areas:

  • IT governance
  • Business processes
  • Portfolio, program and project management
  • Data management
  • Applications, integration and architecture
  • Services delivery and sourcing
  • Application and infrastructure security
To assist CCWRD in prioritization, Westin grouped the IT assessment recommendations as follows:
  • Immediate (1 to 6 months) - improve the IT organization services to the Business Centers
  • Short-Term (6 to 18 months) - improve the IT business process, skills development and career planning
  • Long-Term (18 to 36 months) - improve IT infrastructure, software application support and systems integration

Outcome
CCWRD management and staff have a structured plan to implement organizational changes that increase efficiency, proficiency and level of service.
