| DPU is the fourth largest utility in the Commonwealth of Virginia. Serving a rapidly growing population of approximately 276,000 DPU supports the water and wastewater needs of 245 square miles of urban, suburban and agricultural areas. |
Issue
DPU, in collaboration with Westin, developed an Engineering and Technology
Master Plan (ETMP) to improve their business processes.
DPU’s ETMP included more than 10 major technical initiatives. Not only did they need to move efficiently from planning to implementation, it was crucial that the technical details, resources and dependencies were coordinated in an integrated manner and in the proper sequence.
DPU needed a consistent approach for competitive system procurement and the ability to implement technical projects to support significant business initiatives and capital improvement projects.
Solution
Westin provided program management to implement the ETMP, including
program oversight of all technology projects, governance, risk management,
scope and budget management, procurement and vendor management, quality
control and annual tactical planning. The program also managed business
process analysis and the adherence to best practices in technology implementation.
Westin's roles included:
- Enterprise Asset Management - Development of a best practices-based strategic plan, guiding business process improvements and organizational changes, and integrating technology to improve the effectiveness of operations, maintenance, rehabilitation, and asset replacement
- Asset Management System - Business process analysis, requirements definition, specification, selection and implementation
- GIS Integration - Business process analysis, requirements definition, and project management for integrating GIS with Field Operations asset management, water modeling, billing, industrial waste, engineering drawing management, and laboratory systems
- Customer Information and Billing System - Business process analysis, requirements definition, specification, solution selection and system implementation
- Operational Reporting System and Web Portal - Design of a Department-wide system
- Mobile GIS - Requirements definition, pilot implementation, full deployment and support to field crews using portable computers
- Information Security - Evaluation of vulnerabilities to unauthorized system access, and development of recommendations to reduce the risk of malicious intrusion, control, or corruption of data by an attacker
- Digital Sewer Pipeline Inspection Data Management System - Requirements definition, specification, solution selection, and implementation
- Engineering Drawing Management System - Assessment and strategy for implementation and integration with GIS and Department-wide access
- Industrial Waste System Monitoring & Compliance - Business process analysis, requirements definition, specification, selection and implementation
Outcome
DPU has been able to:
- Procure and implement technical systems and improved business processes in a controlled and proactive manner
- Continue moving toward business process automation with Westin mentoring staff in the methodologies that result in successful technology implementations
- Maintain predictable budget expenses related to technology
- Deliver technical systems in the appropriate time frame to support major capital investments
