SCADA Master Plan
DWR provides storm drainage and water supply services to the County of Sacramento.

Issue
Sacramento County recently reorganized their water and wastewater services by separating these services into two major departments. The Department of Water Resources (DWR) took responsibility for the water distribution and storm drainage SCADA systems.

One challenge to this reorganization was assuming operational responsibility for the SCADA system. They needed to separate these two systems from the sanitary sewer’s SCADA system and at the same time consolidate the water and drainage systems into one system for water distribution and another for drainage. A second major challenge was related to staffing for operations and maintenance of the SCADA system. Prior to the reorganization, staffing was provided by the sanitary sewer department, to assist with the reorganization DWR needed Westin to evaluate operations and propose an organizational staffing structure to support DWR’s new SCADA operations.

Solution
Westin helped DWR identify their responsibilities then develop a plan to assume control. For the SCADA system, Westin conducted a field survey to inventory sites, SCADA equipment, communications equipment, field devices and related I/O. This assessment found that current systems were nearing the end of their service life. Westin worked with DWR to prepare a SCADA Master Plan that addressed these issues and made recommendations for moving toward a state-of-the-art solution.

Westin also defined staffing requirements including skills and level of effort for ongoing system operations and maintenance. Recommendations resulted in three skill categories – SCADA operator, SCADA technician and I&C technician.

Outcome
DWR has a solid plan and strategy for implementing new SCADA systems and cost effectively organize to operate and maintain the SCADA systems.
